Before returning to Hong Kong in the People’s Republic of China before 1997, the film opens with brother Archer, Tony and Tiger, who discuss a drug deal with rival gang leader Sam. Ma Jun, a serious criminal investigation detective (who has been reprimanded for repeatedly hurting the suspects), with his team, raids the nightclub for investigation, and fights against his partner, Wilson, who has been planted as a mole.

The three brothers later clash with Sam and his gang, who are impatient to obtain drugs from Vietnam, but are kept with violence and intimidation. The brothers later threatened the top leaders of their gang when they tried to intervene. Tiger was later tasked with killing Sam in his car, but Wilson’s intervention failed the plan. While in the hospital, Sam agreed to testify in court against the three brothers. On the night of his mother’s birthday, the brothers planned to recover their drug money, but as they are, Archer was arrested by Hong Kong police, while Tony and Tiger discover that Wilson is a mole and tries to get rid of him.
