Two criminals, Keats and Moses, end their friendship, when Keats turns out to be an undercover cop. Many years later, the two are forced to work together when Keats is assigned to protect Moses as a witness. Archie Moses is a small-time thief in Los Angeles who smuggles drugs for drug owner Frank Colton, who appreciates his drug money through car dealerships. Moshe is unaware that his best friend, Rock Keats, is actually the LAPD who saves police Jack Carter, who befriended him only to infiltrate Colton’s gang. Carter has included Moses in Colton’s next drug shipment, secretly planning to arrest Colton and take Moses, which he is ignorant of. Before he can implement his plan, Carter’s undercover situation is revealed, and an injured Moses pulls the gun on him. During a raid at Colton’s warehouse, a portion of the control crane hit Moses from behind, causing him to accidentally shoot carter’s head. Moses then flees the kingdom, and is later found and arrested.

Carter miraculously survives and his physical therapist, Dr. Tracy recovers completely with the help of Flynn, with whom he falls in love. Moses has been taken into custody, and he agrees to testify against Colton, but is set to prosecute another part of the country. Carter’s superior officer, Captain Jensen, ordered him to personally transfer Moses to the court room.
